Best I can figure, the plot is something like this:
There is this cosmic space maggot. It eats all of Chinese mythology and then it eats a hole in space to the fogland full of wasp nests full of space whales.
The cosmic space maggot funnels mist from the space whale land onto earth, and the mist turns humans into zombies. People start fighting the zombies, but it's pretty hopeless. After some time, a small percentage of the zombies turn into red, skinless zombies that are smart and go up to high places to do something that will eventually bring the cosmic space maggot into the world and let it pupate into a cosmic space butterfly.
After a certain amount of mist gets out everywhere, the space whales go to earth to try to figure out what is going on. They don't know about the cosmic space maggot, and can't go down where he is anyway (in Chinese upside-down heaven).
They collect the red zombies whenever they can, and hook them up to these big things with Quest Balls in their wasp nests. They know that the humans' minds are still OK, and transfer them into animal bodies to store them while they figure out a solution to the zombie problem. Over time, the peoples' minds sort of blend together with the animals' minds, and all the intelligent ones have colored eyes.
Eventually, the space whales hatch a plan - they infect some of the remaining human populations with a 'plauge' that turns them into animal people, but makes them immune to the zombie plauge. That should keep them from going nuts by being trapped in an animal body and slowly becoming more animal-like.
Jim crow is the main character, and he ends up getting involved in all this shit without realizing it, and none of this shit gets explained till, like, the very end.
The quest's name is a reference to the Romanticar Series, a series of popular romance-themed quests by Reaver.
